At the end of October, a letter written jointly by the development CSO platforms in Estonia, Latvia and Lithuania was sent to the prime ministers, the ministers of foreign affairs and the ministers of finance in the three Baltic countries. In it, a number of recommendations were put forward to improve the proposal for the EU budget 2014-2020, ahead of the extraordinary European Council meeting on the subject.
The main message was the need to maintain the development aid budget; to reaffirm the commitment to the 0.7% of GNI for aid; to base development cooperation on the objective of poverty eradication using a human rights based approach; and the importance of policy coherence for development. The letter also referred to civil society’s role as a central development actor.
